What is the reason for North Queenslands continued mediocrity?

Year after year they hang around in the land of the irrelevants and pull out these little pissy comebacks here and there but can't get on top early. They seem to never make finals. But when they happen to get to the seasons end once every full moon, they fail. They now hang at the bottom (storm dont count) where they belong. Why are the Cowboys such losers?
